Solar appointment setting in PA

Solar appointment setting in Pennsylvania

Solar companies and setters calling homeowners in Pennsylvania work under the federal telemarketing rules plus Pennsylvania's own. Here is what each one means for a solar appointment floor, with the official source for every rule.

From official sources, checked September 26, 2026. General information, not legal advice.

Pennsylvania rules for a solar floor

Telemarketer registration

Pennsylvania requires some telephone sellers or telemarketers to register or be licensed before calling there. Register with the Attorney General 30 days ahead; bond required. Check the exemptions before your floor dials Pennsylvania.

73 P.S. 2243, 2244

Calling window

Pennsylvania sets its own window: 9 a.m. to 7 p.m., no Sundays, once Act 47 is effective. It covers telephone solicitations; until Act 47 takes effect, 8 a.m. to 9 p.m. Holidays: no telephone solicitations on legal holidays. Set the dialer to the narrower of the state and federal windows.

73 P.S. 2245(a)(1), (10), as amended by Act 47 of 2026

Do not call list

Pennsylvania keeps its own do not call list. Attorney General list covering residential, wireless and business numbers. Scrub against it as well as the National Do Not Call Registry.

73 P.S. 2245.2

Automated and recorded calls

Pennsylvania has its own law on automated or recorded sales calls. Robocall opt out rules now; written consent once Act 47 effective. It can be stricter than the federal rules.

73 P.S. 2245(a)(11), 2245.2(l)

Recording calls

Pennsylvania requires the consent of all parties to record a call. Narrow exceptions for telemarketing training and call recipients. Tell the homeowner the call is recorded before recording.

18 Pa.C.S. 5704(4), (15), (19)

Pennsylvania requires most telemarketers to register with the Attorney General and post a bond, keeps a state do not call list that includes business numbers, and bars sales calls on legal holidays. Act 47, once effective, narrows calling hours and requires written robocall consent.

Pennsylvania laws on solar sales

The research found no Pennsylvania statute written specifically for residential solar sales. General consumer and contract law still applies.

Pennsylvania gives buyers 3 business days to cancel covered home solicitation sales (sales of $25 or more). Civil penalties are higher when the victim is 60 or older (201-8(b)), though the cancellation period is the same. 73 P.S. 201-7
